But they have a big struggle between the Western, NATO (Catholic-Protestent) nations that used to rule it's coast (Venice), and the Eastern, Russophile, (Orthodox) forces that want to keep it together.
Fact is Kotor, the modern tourist destination used to be called Cattaro by the Venetians. When the Austrians took it over, they called it that as well. It's an interesting struggle to be caught between so many sides.
This is one good example of that struggle: It comes on the heels of the rearmament of Republika Srpska, Srpska's independence referendum and joining NATO over a year and a half ago. While many frame the formation of Montenegro's identity as within the struggle between Orthodox Christianity and Islam, being the holdouts against the Turks, the internal struggle is just as deep and interesting. While we may completely disagree with their ideals, it's important we come to an understanding of them. Otherwise, we all loose out.
